Following is a post and some responses from the Freeware newsgroup:
I'm aware of freeware to read "unreadable" data CDs. Is there a similar program that will read and repair a scratched audio CD?
I have an audio CD that will not play on any player. I've tried various ripping softwares, but they haven't worked.
I have Windows 2000 or Windows XP available.
It is Shareware, but you are free to copy track by track.
WinDAC32 Version 1.55
Christoph Schmelnik's Digital Audio Copy for Win32
Great Software!!! With Synchronization, Paranoia Mode, Buffer and slowing down at errors, etc.
The best Audio CD copier for me, but you will need SCSI for slowing down the drive, IMHO. My CD-ROM goes down to 0.1x Speed with this software. (re-read etc. great!)
Don't forget to install ASPI drivers, when you have SCSI CD-ROM.

P.S.: The copy is almost (sounds) perfect. But getting the .wav back to a CD-R, sounding like the original is not possible. The .wav on the HD is 99,98% perfect, IMO. (due to no-realtime reading... pit by pit, comfortably ;-))
Try with EAC (Exact Audio Copier).
If it won't, nothing will. You'll need to do some reading to set it up properly.

- Roadkil's Unstoppable Copier - http://www.roadkil.net/unstopcp.html
- ICE ECC File verification and repair tool (before the fact not after the fact I think, so it disqualifies here)
