Callouts

Look into the Preset Shapes. PSP 9 comes with eight different ones, and it is easy to modify those and save your own custom versions. Details in Help > Contents > Drawing and Editing Vector Objects > Creating New Preset Shapes.

Text on the right is in a callout box; on the bottom right is a transparent watermark; and at the foot is a small caption.
The picture is a jpg file 11kb in size, exported from Paint Shop Pro using the jpg optimizer option.

Preview PSP Images 
> JoAnn is correct. You cannot get a Preview of psp images in windows

You can preview PSP images in Windows Explorer if you choose to install the shell extension designed for this purpose, which comes with PSP 9. For PSP 8 you can use this:
