Depends
on what sort of cartoon-like effect you want.
Here's one approach.
Duplicate the original layer twice. On the top layer, apply Effects |
Edge Effects | Find All followed by Adjust | Brightness and Contrast |
Threshold. Set the blend mode of that layer to Multiply. Then make the
layer below that one active and apply Effects | Artistic Effects |
Posterize. Go back to the top layer and adjust the opacity as needed.
(The bottom layer is there just in case you want another copy of the
original layer.)
